You are wrong, you dont want to see a flop, with say AJ, miss flop, then have to fold...you want to take down the pot preflop, or get it all in preflop if on the short stack. He said 15 times the BB is a SHORT stack, not a big stack. Everyone's definition of being short stacked is different, mine is around the same as Phil's. If the minimum buy in is 20x BB, this is why its the MINIMUM, you wouldn't be wise to buy in with the minimum, you will get blinded out and be forced to play as if you are short stacked fairly quickly into sitting at the table.
